I haven’t seen active encouragement either from anyone except Ukraine; possibly what Russia meant (in a weird phrasing) was passive encouragement, that they are not doing anything to prevent these citizens from going.
For posting news about NATO’s wars in Ukraine, Serbia, Kosovo, and The Middle East, including anywhere else NATO is currently engaged in hostile actions. As well as anything that relates to it.

Compliance by silence? Ukrainian government seems to have done that with the distribution of unlicensed 25000+ arms weapons to masses.
Have countries encouraged their citizens to die for Ukraine? I haven’t seen this yet.
Maybe referring to companies like Reddit allowing people to recruit on them?
