cloudflare released an analysis and they think it’s not a cyber attack. Rumors on reddit about a BGP or something problem

Is there any serious work on like an alternative internet/mobile network?
I heard in cuba gamers hooked up huge lan network basically making a new internet. This circumvents ISPs which is quite important considering 25% of the entire canadian mobile/internet network is down atm. (https://www.cbc.ca/news/business/rogers-outage-cell-mobile-wifi-1.6514373) I'm also wondering if a p2p set up would be possible.
