Until now, Rusians secret services (and Israels) only execute dissidents abroad. But we cannot forget that the US continues to use the death penalty, even for minors and the mentally ill. Our “friends” Saudi Arabia is even worse. Therefore we should not be so hypocritical and begin to clean our own ranks first, before judging.
We cannot perhaps. I can. My country hasn’t had death sentence for 70 years, and that’s true for most of the western world.
US obviously has problems in this area as well.

Just as the death penalty and torture were never officially condemned by the Catholic Church and the universal declaration of human rights was never signed by the Vatican to this day.
