Not all that surprising. Putin is positioning himself to weather future NATO sanctions after he occupies Ukraine.
I don’t see any indication that Russia actually wants to invade Ukraine, if they did then they would’ve already done it back in 2014. What Russia is responding to is NATO expansion to the east. Even US media admits that NATO is in the wrong here.
